El alcalde de Sevilla, D. Juan Espadas, presentó ante la junta de portavoces la propuesta de distinciones honoríficas que, previa aprobación en el Pleno, se entregarán el próximo 30 de mayo, Día de San Fernando, en reconocimiento a la labor de personas y entidades que han contribuido a la convivencia y al progreso de la ciudad en distintos ámbitos.
En esta edición se reconocerá a D. Benigno de la Vega-Inclán (Marqués de la Vega-Inclán) como Hijo Adoptivo de Sevilla a título póstumo.

Este reconocimiento surge a raíz de una petición que parte desde la Asociación de Vecinos y Amigos del Barrio de Santa Cruz, con su presidenta, María José del Rey, a la cabeza, en la que ha contado con el apoyo de la Plataforma Homenaje a D. Benigno de la Vega-Inclán, el Museo del Turismo y diversas asociaciones turísticas de Sevilla como Sevilla City Centre, AEVISE o la Asociación de Hoteles de Sevilla y Provincia.
Con este nombramiento, Sevilla salda su deuda pendiente con este prócer vallisoletano que tanto hizo por la ciudad de sus amores. Y es que no se puede entender el principal anillo turístico de la ciudad sin su figura. Sin Vega-Inclán el Barrio de Santa Cruz como se conoce no existiría, ya que lo «salva» de la piqueta, de un proyecto que pretendía hacer una avenida desde la Giralda hasta la actual Avenida de Menéndez Pelayo, destruyendo gran parte de las casas que componen el barrio actual. No existirían los Jardines de Murillo o las Plazas de Santa Cruz o Doña Elvira. Junto a Juan Talavera, reurbanizaron e higienizaron el barrio, creando estos bellos espacios, concibiéndolo como una Ciudad-Jardín, poniendo de moda el «estilo sevillano» de casas regionalistas. Se trata del primer ejemplo de barrio medieval reformado para un uso turístico. Además, crea en el barrio las Hospederías de Santa Cruz, primer ejemplo de establecimiento turístico de lujo en la ciudad, en la calle Pimienta o la Casa de América en 1925, que fue germen para la captación de turistas americanos.

Vega-Inclán también intercede para la creación y gestión del primer gran hotel de lujo de la ciudad, el Alfonso XIII, escogiendo estratégicamente los terrenos de los jardines del Eslava, a la salida del Centro Histórico y a poca distancia de la entrada de la futura Exposición Iberoamericana. Participa en el jurado para escoger el proyecto ganador del hotel y coordina la futura gestión con el hotelero belga George Marquet, propietario de la cadena Grandes Hoteles Europeos, poniéndolo así en el mapa de los hoteles de lujo europeos de la época.

Otra de sus principales obras fue la de hacer de Sevilla la pionera de la vivienda social en España, ya que ejecuta por primera vez la Ley de Casas Baratas de 1911 por encargo de Alfonso XIII. Es patrono fundador del Real Patronato de Casas Baratas de Sevilla, en 1913, y construye las primeras viviendas sociales en España, en el Barrio de El Porvenir, inaugurándose en marzo de 1915. Venían a paliar, en parte, el gran problema existente en la ciudad de escasez de vivienda asequible para la clase obrera, que vivía en su mayoría en condiciones precarias. Esta promoción contaba con huertas, parvulario y duchas para que los alumnos fuesen aseados a clase. Fueron derruidas en los años 70 del siglo XX.

Tampoco el Real Alcázar de Sevilla sería lo que es hoy en día sin las intervenciones que realizó como «alcaide» del complejo regio. Restaura el Patio del Yeso en 1914 con una técnica novedosa para la época, que sirve de ejemplo para otras restauraciones en los palacios nazaríes de la Alhambra de Granada. Evita que la Puerta de Marchena se venda al magnate William Randoph Hearst, que la había comprado, pero persuade al Rey Alfonso XIII para que ejerza su derecho de tanteo y así evitar que este patrimonio se fuese del país. Vega-Inclán la coloca en 1915 a la entrada de los jardines nuevos del Real Alcázar, antiguas huertas regias que se transforman, en parte, en los Jardines del Marqués de la Vega-Inclán y, la otra parte, se cede a la ciudad y se crean los Jardines de Murillo. Además, crea el Jardín Inglés y el nuevo Jardín del Laberinto, ampliando el espacio ajardinado del palacio regio a las dimensiones que podemos disfrutar en la actualidad.

Sus aportaciones a Sevilla no quedan ahí, como Comisario Regio fue miembro del comité organizador de la Exposición Iberoamericana de Sevilla, intercede para que se cree la primera línea regular de cruceros entre Nueva York y Sevilla en 1926 con el «Manuel Arnús», edita los primeros folletos turísticos de un ente público para la promoción turística de Sevilla o intercede para colocar la estatua del Cid, regalo del matrimonio Huntington-Hyatt a la ciudad de Sevilla, entre otras.

Vega-Inclán prepara y desarrolla turísticamente a Sevilla, generando infraestructuras urbanísticas y alojativas, hoy en día imprescindibles, embelleciendo sus calles y barrios con parques, jardines y estatuas o ejecutando las primeras viviendas sociales para facilitar la vida a sus ciudadanos.

En definitiva, Sevilla hace justicia con este «sevillano de Valladolid» justo 100 años más tarde, ya que en 1921 los patronos del Real Patronato de Casas Baratas solicitan una calle para D. Benigno, la actual Calle Porvenir (porque estaba por venir, por nombrar) pero se le deniega, injustamente, porque no estaba casado y mantenía una relación con una sevillana, Belén López Cepero. Relación que mantuvieron más de 40 años, hasta que ella fallece en un accidente. En 2021, el Excmo. Ayuntamiento de Sevilla, repara esta injusticia y otorga a D. Benigno un espacio en el Barrio de Santa Cruz que él salva y lo nombra Hijo Adoptivo de la ciudad a Título Póstumo.
